The 2025 Ohio Department of Rehabilitation and Correction inspection uses jail-standard housing calculations instead. That inspection reported an actual general housing capacity of 916 and a recommended housing capacity of 865. On the September 2, 2025 inspection date, ODRC reported 1,032 inmates in custody.

Those figures should be read together, not as a simple typo. HCSO's number is the sheriff's public operational capacity statement. ODRC's figures are tied to living space and jail-standard review. ODRC also told officials to keep prisoner counts within the department's recommended capacity figure. The same inspection found 173 standards in compliance and 6 not in compliance, including findings about cell square footage, shower ratios, maintenance, and detox reassessment timing.

Hamilton County Justice Center Mail

Justice Center personal mail is routed through TextBehind via HomeWAV. HCSO says personal mail is no longer accepted directly at the Hamilton County Justice Center and mail sent to the facility will be returned. The correct personal-mail format uses the person's first and last name, the control number, the full facility name, and a TextBehind post office box in Phoenix, Maryland. Initials are not acceptable. Sender information must include the sender's first and last name and full return address.

Books are handled under a separate rule. They must come from a vendor, cannot be used, cannot contain prohibited images or metal, cannot be thicker than three inches, and must include the inmate name and JMS number. HCSO says books that do not meet the requirements are returned to the vendor. Hamilton County Justice Center Commissary

HCSO commissary and inmate accounting rules are tied to the inmate account created when a person enters the Justice Center. The account is used for commissary. Deposits can be made at kiosks in the North and South Building lobbies, online at commissarydeposit.com, or by money order through the mail when the envelope and money order include the inmate name and JMS number. HCSO says kiosk deposits accept cash and credit cards and that a fee applies, but the extracted public text did not provide a specific fee amount.

Commissary slips must be in place before delivery processing. HCSO says slips are picked up by a commissary supervisor at 4 AM two days before the inmate's delivery day.
